In order to develop the special abilities of each student, Bellingham Public Schools will offer appropriate instructional services to meet the individual needs of students identified as highly capable. The framework for such a continuum of services will encompass, but not be limited to, the objectives below.
Each student identified as highly capable will be provided a continuum of services:
A. To ensure the student鈥檚 growth in an area of challenge and/or nurturing an area of strength as agreed upon by the student, family and staff.
B. To maintain a high level of engagement in educational programming kindergarten through 12th
C. To develop personal passion leading to exceptional achievement with the knowledge, character and action outcomes of The 一本道app.
D. To demonstrate advanced and complex learning in their area(s) of talent.
The board will annually approve the district鈥檚 highly capable application including: the number of students served by grade level; the district鈥檚 plan to universally screen students; program continuum of services and fiscal report; and assurances that the district is legally compliant.
The superintendent will establish procedures consistent with state guidelines for referring, screening, assessing and identifying children. These include prioritizing equitable identification of low-income students; use of universal screening for identification; use of local norms, unless more restrictive than national norms and use of screening and assessment in the student鈥檚 native language (if available) or nonverbal assessment.
