3111 Policy – Entrance Age

A student must be at least five years of age on or before midnight August 31 of any year to be admitted to kindergarten in the Bellingham Public Schools.

This policy is not applicable to a bonafide transfer pupil from another school district whose entrance regulations are different from the policy of Bellingham Public Schools. 聽However, admission will be refused to pupils who leave Bellingham Public Schools to evade the policy and then return during the same year.

A student must be under the age of 21, except under unique circumstances.

Exceptions

Special exceptions may be made for younger pupils who appear to have the ability or need, or both, to succeed in the educational program. 聽A professional examination shall assess the following:

  • Mental ability
  • Gross motor skills
  • Fine motor skills
  • Visual discrimination
  • Auditory discrimination
  • Emotional/social development
  • Language development

The superintendent is directed to develop procedures, including any fees, if necessary, to implement this policy.
